You make a good point. The abusers are damaged people. It doesn't excuse it, but it should make us aware that to stop animal abuse we need to fix broken people.
If we could fix them we could stop the cycle of abuse that results in more broken people. Along the way we would also save a lot of animals from abuse.
I just don't know how we fix the broken people.
