This may be just a beginning of an improvement, but the UN has global outreach and can bring about global consequences.
Having the UN in favour of better treatment for animals is very important. They can only improve from their basic position. They won't go backwards.

I think there is no doubt that the world attitude is changing. People are starting to question where their food comes from. If that food involves animals people want to know how the animals were treated. The old ways are no longer acceptable to many people.
I think the UN is supporting change in response to a change in the general attitude towards animals.
