Los Angeles has an estimated stray cat population of 1-3 million cats. Private rescue groups are working at TNR, but they lack the resources to do enough. The city was involved, but because of a lawsuit, they had to stop their efforts at TNR stray cat control. For twelve years the city has not been involved.
The city is trying to resolve things legally, so it can work at TNR again. 
Until then, the various cat rescues are doing their best.

There is a big difference between one million cats and three million cats, but once you hit a million cats the problem is out of control. The numbers will keep growing if the TNR program is not increased greatly. Many cities have gotten their stray cat problem under control, but it only happens when the city and rescue groups work together. Los Angeles needs to move fast. If they can really step-up efforts this fall and winter, they can prevent a lot of kittens from being born next spring. It won't bring the numbers down yet, but it will prevent an increase. TNR works, but it needs to be on a large scale to work in a large city. I hope the city of Los Angeles gets involved soon. That is a lot of cats living on the streets, not living their best lives.
