There have been 7 horse deaths at Churchill Downs right before the Kentucky Derby.

Some of the deaths could have been just simple accidents. However when there are seven dead horses in a short period, it begins to look more like carelessness or a lack of safety measures. The horses are not being protected. Horse racing has its issues and a lot of people are against it because of how horses are treated. When a large number of horse deaths occur everyone starts to question things.
If it isn't the conditions at the track, then maybe we need to look at the conditions of the horses themselves.
They need to determine why so many horses died and do something to stop it.
