There have been some serious dog attacks in Toronto. In the most recent one a child has been permanently damaged.
The dogs involved were already labeled as dangerous dogs. In reaction to this there are now new rules for dangerous dogs.
Dog owners will be provided dangerous dog signs for their property. The dogs must be muzzled and leashed when in public. Dangerous dogs are not allowed in off leash dog parks. The city is even publishing a list of dangerous dogs.
There are 373 dogs labeled as dangerous in Toronto. Now people can find out if they live nearby.

This kind of reaction is to be expected. A child was attacked by an off leash dangerous dog in a children's playground.

So the bad behaviour of one dog owner has created problems for other dog owners. Rules for having a dog in the city will become more and more restrictive because of incidents where a person gets hurt. There are dogs all over the city and people encounter them every day and  no one gets hurt.
All it takes is one irresponsible dog owner to make it hard for everyone else.
