Many cities and towns won't let you keep animals that are considered livestock. I think that is why they were investigated. There were no animal welfare issues.
I don't like to point out an obvious quirk to the laws, but...
Some places it is illegal to grow vegetables.
Some places it is legal to grow marijuana.
If you get caught growing vegetables, claim it is marijuana.
