City Council considers bylaw to protect pets from the weather - Catherine - 06-19-2014
This may be unworkable, but the idea is right. They want to put in a bylaw that makes it illegal to leave a pet outside in extreme weather.
If they can figure out how to word it many animals would benefit from such a bylaw.

Trust such an idea to come from Mississauga, a city next to Toronto. They have a fabulous mayor, unlike what we have in Toronto.
