Bylaw changes to protect carriage horses - Catherine - 02-17-2026

Lunenberg, Nova Scotia has seasonal horse dawn carriages. They have just proposed new bylaws to protect the horses in the extreme hot weather.
The new bylaws are more clear about the need for rest and hydration. They also specify when it would be too hot for the horses to work.

There were previous bylaws, but the conditions have changed. In the past we did not have such extended extreme hot spells.
The bylaws need to allow protection for horses under the new conditions.
Lunenberg is clearly being forward thinking about changing animal welfare needs.
Other places are going to need to assess and change their bylaws. It is not okay to work horses under extreme hot weather conditions.
In some cases humans should not be out in the extreme heat.  If we are not going to do anything about climate change, then we are going to have to learn to live with it safely.
