The conditions in the military kennels were so bad that some dogs died and others were in poor health.
The physical conditions of the kennels were bad. The dogs were also not given the attention they required.

This is very bad. These are working dogs who serve their country. They don't even get regular walks or play time.
It makes no sense because the dogs end up not being able to serve. For the dogs to do their best, they need the best of treatment.
I wonder what happens to the dogs who can no longer work?
