The cruelty of the badger culls

The badger culls are happening and various groups are trying to monitor it. They have set up cameras and the badgers are, not being killed humanely. It takes time for them to die after they are shot. Also, if the cull is an infectious disease control method why are badger bodies not being treated as biohazardous material.

The man isn't even wearing gloves himself. He is either totally ignorant about the infection he is trying to stop the spread of or he knows the badgers don't have TB. Only 15% tested positive for TB. A simple vaccination program would solve the problem.
Why aren't the cattle vaccinated? Wouldn't that solve everything?
