Russia's first animal cruelty law

Russia has finally passed an animal cruelty law. It prohibits the killing of strays. What happened before Sochi and the World Cup will no longer be legal. Strays must be properly cared for. Things like animal fighting will be against the law. 
Irresponsible pet owners who do not pick up after their pets will be fined. There will be rules about establishing animal shelters.

It is a good law. It has one flaw. It contains Breed Specific Legislation(BSL). BSLs have proved not to be effective to protect people.
The people who will be choosing what breeds to ban are not dog experts. It has the potential to cause problems. We are working to overturn  BSL in areas that it already exists. Bringing in breeds bans along with the new legislation is a mistake.

Still, we can be happy that Russia now has animal cruelty laws. It is still a step in the right direction even if the laws are not perfect.
