Urban bears in conflict with humans

Conservation officers in BC have been seeing a mother bear and four cubs. They have seen triplets before. but this is the first time they have seen four cubs.
This means people are letting the bears get into human garbage. They have an easier time getting food. They get used to people giving them food.
They have larger litters of cubs and then they start getting into contact with humans.

This is a sad situation. Humans who are careless with their garbage are putting bears at risk.  Right now the only way they deal with human/bear conflicts is to euthanize  the bear. As long as people are irresponsible about garbage, bears will die. 
Maybe they need to start fining people who let bears, especially bears with cubs get into garbage and start the cycle of bear/ human interaction that results in bear deaths. It is more than one bear at risk. If the mother bear is lost then the cubs are lost too. Something must be done to stop this carnage.
