Changes in pet ownership bylaws

A number of places are changing their pet ownership bylaws. Some not necessarily for the good.
Winnipeg in particular is changing the rules about what types of birds are allowed. Instead of banning unsuitable birds, they propose to list a few allowed species.
People in bird clubs are upset because many birds that have been pets for years would now suddenly be illegal within city limits.

To clarify, pet ownership bylaws are needed. If cities didn't have them people would want to keep eagles and ostriches and claim them as pets.

There are many kinds of finches and canaries that are fine living with people. The birds clubs are putting together petitions to stop some of the changes to the bylaw.

Bylaws are always tricky. Something can be legal one day and then declared illegal the next day.   No reason, the city just got an idea to make a change.
Meanwhile there are bylaws on the books that ban odd things, but no one remembers them so they are not enforced. 
It is okay to bring pet ownership bylaws up to date. Lots of things have changed since they were written. It would be better to make the rules more general so that they can be bent to fit future situations. If they ban a lot of birds by name, they may find that someone gets to keep a pet ostrich because it is not on the banned list.

I hope the petition works. Many people will have parrots that they have had for many years. It would be sad to disrupt the bird's lives because of a bylaw change.
