Wetlands destroyed when the land was tilled

Ninety percent of a wetland area near Toronto, was cleared and tilled. It is home to many species, some quite endangered. 
It is not clear who did this or why. The conservation authority for the area is going to pursue this legally. 
There are stiff fines and a requirement to restore the area if anyone can be convicted.

This land is protected, and it is significant habitat. A number of species are dependent on this area.
We wonder why species go extinct and then we destroy the land they live on. It is a wetland. It is not really going to be useful for other purposes.
It is however very useful as a wetland. We need more wetlands not less. We need to restore areas that have been lost already. What we don't need is to have someone come in an destroy a much needed patch of wetland.
