Dog found dead in a canal with weights about its neck

A dog was found dead in the water of a canal with weights tied around her neck.
The dog was micro chipped, but the original owner had sold her. The people who had bought her, had given her away a few months ago.
There is no way to trace who the new owner was.
It is not clear if she was dead or alive when she went into the water.
It is hoped that someone who knows something will come forward.

This is terrible. It is not just that Sky was found in the canal. That is bad enough. It sounds like she was passed from family to family until she met her end.
No one has taken responsibility to give Sky a forever home. If anyone had made a proper commitment to her she would still be alive and well.
I hope they track down whoever dumped Sky in the canal.
