Dog culls in Northern Manitoba

There is a real problem with the over population of dogs in remote northern areas of Manitoba. There are many strays looking for food.
This leads to bad encounters with humans.  A young girl was bitten. Now they want to do a dog cull. Rescue groups are fighting this because it is not the answer.
It won't solve the problem.

The real problem is lack of resources. There are no veterinary services, so people can't spay and neuter their pets. They don't even have access to proper food for their dogs. Rescue groups do as much as they can, but it is not enough.

The remote communities need some form of regular veterinary help. They need spay/neuter clinics. They need excess dogs to be evacuated. They need help with food supplies. The amount of help that is needed and the cost is beyond anything that rescue groups can do. This is going to require help from the government.
If they put in some effort now, the problem could be brought under control and then it would be easier to manage.
Just shooting extra dogs is not a solution. They will just keep multiplying.
