City Councilor who ran illegal puppy fines 30K pounds

A city councilor Gloucester was caught running an illegal puppy farm. He was also selling the puppies without a license.
He has been fined 30 thousand pounds.

That is a pretty serious fine. It is not worth the risk to breed and sell puppies if the fine can be that high. I assume that is why the fine is high. 
They want to discourage anyone else from doing it. There are already too many unwanted animals. We don't need someone producing more of them.
