Three pit bulls had cocaine and meth in their systems when they escaped and killed a beloved 12 year old collie.
The collie is dead and soon the pit bulls will be euthanized. The people who own the pit bulls, who exposed them to the drugs and let them get loose, will suffer no penalties.

This is so unfair to the dogs involved. The collie did not deserve what happened to it.
Neither did the pit bulls. They were dangerous dogs, but they were made that way by the people in their lives.
I don't know if they could have been rehabilitated, maybe they were too dangerous. The people who made them that way should have to pay some penalty.
Jail time would be appropriate, but even a fine would send a message that this is not okay.
