Teenager in Toronto's Riverdale area torturing and killing animals

There is a young man in Toronto's Riverdale area who is known to the neighbours. He tortures and kills raccoons. Now they think he is going after neighbourhood cats. Cats are missing. He has been arrested and released.

This is a very dangerous individual. This kind of behavior doesn't stop. It usually gets worse.
We are looking at a future serial killer. As someone put it, Jeffrey Dahmer started out this way. 
Why is more not being done. Even if he can't be helped, the rest of us should be protected from him.

This is a scary case. How long has he been killing raccoons and who knows what else. Cats in the area have gone missing. One was found dead and she had clearly been abused. I hope now that they have arrested him, they don't just turn him loose.
