A foster fail happens when the foster parents adopt the animal they are fostering.
It is actually a good thing. In this case, it was the dog who fell in love with the kitten.
The people could see what was happening. The dog and cat had formed a deep bond.
Because of that bond, they chose to adopt the cat themselves.

Sometimes animals form deep bonds. It was very loving of the people to recognize that and let the dog and cat stay together.
I am sure they loved the cat themselves, but foster parents are willing to let another family adopt an animal they foster.
It is just different when it is your own dog that wants to adopt.
