Dog found tied to a tree in BC wildfire zone

People out walking their dogs heard a dog barking in the wildfire evacuation zone. When they finally checked they found a dog ties to a tree. 
She was very thirsty and glad to be rescued. She is now in the care of the BC SPCA. Soon she will be up for adoption.

How did the dog get there, tied to a tree i the woods? Someone deliberately left her there. She had no food or water and no wat to get food or water.
Worse, she was in the wildfire evacuation zone. It was quite possible that the dog would have been there, helplessly tied to a tree, if the wildfires spread that way.
They evacuated the area because there was a wildfire danger. This is a very nasty abandonment. Because it is an evacuation area, it was unlikely she would be found. I hope someone recognised the dog and the owner can be found and charged.
