Golden retriever found tied up in Okotoks dog park.

A 3 1/2 year old Golden Retriever was found tied up at an Okotoks dog park. The dog was wearing a coat and boots and had its medication with it. The note said the owners had to leave the country. The dog is now in the care of pause4change, a Calgary based animal rescue organization.
Clearly the dog was loved and cared for. Sadly Alberta shelters are full and people are desperate.

This dog is being cared for and she will find a good home. What about the dog that is dumped in the country? If she hadn't been found she could have died from the cold or died from lack of food. If you can take your dog to the dog park and leave her, surely you could take her to a shelter.
I know the situation is desperate in some areas, but there must be something better than abandoning a pet.
