Korea bans dog eating, but where did the dogs go?

In 2024 there were 400,000-450,000 dogs being raided for slaughter in Korea. Now there are about 20,000 dogs. 
Where did the rest go? Records show 623 dogs were adopted and 500 dogs went to shelters. Where are the rest of them?
Most of the dogs farms have shut down. The animal  rescue groups in the area have not received the dogs. They couldn't handle the numbers anyhow.

Most likely the dogs have been eaten. It is sad that this is the result of the  shutdown. It was hoped that all the dogs would be rescued.
At least this should be the end of it. If there are no more dog meat farms and no more people eating dogs, then no more dogs should die.
The brutal violent slaughter should be ended soon.
Now we just have the rest of the world to work on.
