I signed both the petitions you listed, Tobi. But I see date for the start of execution of all dogs is 10 September....

"They" clearly does not include the poor caretakers of dogs in that region, or the many dog lovers all over China. "Absolute power corrupts absolutely" - be they communists or fascists, it matters little, although I doubt whether the communist officials would appreciate being called fascists, Tobi, LOL! Any extremism, which gives excessive power over individual freedom, is bad news for humans and all other animals.
This "extermination by signing a decree" reminds me of the terrible days of Stalin, although of course it is a different country.
