Korean Police issued with Cruelty Instruction Manual

The very existence of the manual is major progress. It means they recognize that animal cruelty is wrong.

Now of course the big question is what do they consider an act of animal cruelty. It may not come up to our standards, but it is still an improvement.

I think this must have a direct effect of the dog and cat meat trade. So much of what is done in the dog and cat meat trade is very cruel. There is no way even the most lax standards could let that go on.
