Colorado has been great. The various rescue groups in the state take in dogs regularly.

This is only a years work of rescuing for one state. 
They are not the only place that rescues from over populated areas.
I think we are looking at a very hopeful future for many animals. Volunteers are willing to transport them and the shelters in the arrival area take as many as they can and people are eager to adopt them.
Some day there will not be large numbers of animals at risk. After a disaster or when the number of strays gets too large animals will routinely be transported to welcoming homes. The world is becoming a better place because of things like this.
