I think a shelter that takes pets will let a woman make a choice about leaving without having to fear for her pets. It just makes leaving an easier choice. It might seem odd that a woman would hesitate to leave a violent situation, but there are a lot of issues and fears that make it hard to leave. Concern for pets was one of the issues.
