There is an online form to fill in to check for eligibility for this scheme. It used to be that anyone receiving housing benefit and on low income or benefits would qualify, but it's possible the criteria have changed now.
It is very helpful, but works a little like insurance -that is it covers accidents and emergencies but not regular care such as worming, vaccinations etc. And there may be some limits re: a previously diagnosed disease. I am unsure.
