Mama dog and puppies left tied to a sign

It was noticed that something was left tied to a sign at the end of the shelter's driveway. When they checked it was a mother dog and her litter of puppies.
It was cold and the puppies were clinging to mom, trying to keep warm. Mom was scared when they tried to rescue her, but she was glad to be looked after. 
She needed good food and treatment for fleas, ticks and worms.
Soon she was fed and placed with her family in a clean warm place.

I am glad she was found in time. Anything could have happened to the puppies and she was tied up and wouldn't have been able to help.
If the people could bring the dog to the shelter, why couldn't they have brought her inside with her puppies and signed them over.
It is cowardly and cruel to just abandon helpless animals like that.

Soon enough mama dog and her puppies will find forever homes where they will be given the love and care they deserve.
