A baby seal was alone on the shore and someone kicked it into the water. Then to make it worse, someone went into the water to try and get it back.

Both actions are wrong. If a baby seal is alone, leave it alone. Most likely its mother has gone to feed herself. She will be back.
Interfering can prevent mom from returning to her pup.
If the pup is in distress or has been abandoned, the proper authorities for the area should be called.
They will know how to rescue and help the pup.
Every year well intentioned people interfere with baby animals. They think they are rescuing them, but what they do can result in the baby's separation from its mother and even its death. Nature knows how to care for its babies. Leave them alone and they will be fine.
