Teen kills Canada Geese in parking lots

I do mean parking lots, plural. He drove to 3 different parking lots and killed the geese with his car. 
He has been charged. Canada Geese are a protected species in Canada.

Two of the geese were sitting on a nest. It was a deliberate act and a very nasty deliberate act.
I can't imagine why he would hurt geese or any other animals this way. They do need to charge him and there needs to be a good strong penalty.
No one else should be tempted to do this.
