Luxembourg to become most animal friendly country

There are new laws in process that will make Luxembourg a country that recognizes animal rights. That will make them one of the most animal friendly countries in the world.
They will actually acknowledge that animals are sentient and have feelings.

If they can do this then what about the rest of us. Why are our countries so slow to do what is right.
