I would think that the chances of getting a five-foot (152cm) memorial erected by the authorities on the spot are virutally nil, as the ground does not belong to PETA - but it is a great publicity idea! The press have reported about the request, and will do so again when the authorities discuss it. That keeps this terrible event in the public eye. So will the prosecution of the driver. The actual trial will be publicised and that will give PETA another chance to keep the public aware of what goes on in slaughter houses (and before the actual slaughter).
