You are right, the man used his dogs as a way to make money. He knew how much of a risk he was taking. Bears will eat dogs any time they are hungry.  It is a betrayal of the trust his dogs had in him.

Sadly the bears are much more at risk now because of their bear/human interaction. Of course life is hard up north. There are few opportunities to make money. He saw one and he took it.
The bears have fewer food sources and they saw a food opportunity and they took it. Nobody wins, especially the dog that was killed.
