Bear shot in Toronto back yard

We don't usually have bears of any kind in Toronto. It is quite unusual that a bear made its way right into the city. It was on the east end, but it is still a way from a wooded wildlife area.
Sadly the police response was to kill it.

Where was the Ministry of Natural resources? Why don't police have tranquilizer guns. It just seems that their response to everything is to shoot it. Why don't they have a plan for safely handling a bear. I know they are big and need to be handled with caution. However it is only a matter of time before a bear wanders in. We should have a plan for dealing with the bear that doesn't involve the bear ending up dead.

Since the homeowner was in bed asleep, why did they feel that the bear was endangering the public. Shooting an animal is not a solution. It is a non solution.
