Home health care provider wants pets locked up when staff visits

I agree it should be judged on a one to one basis and only should be enforced if there's an actual problem with someones pet,seems a bit counter productive to me I wonder if they got actual feedback from the workers going into the home,my daughter does work in peoples homes for the NDIS which is the national disability scheme she loves seeing the pets never had a problem.
