There are charges now, but they are nothing serious. They are not actually criminal charges.

There is also some question as to what really happened. Did the driver actually see Regan and  accelerate towards her or was it an accident.
If it was an accident then they should be willing to release the videos. They should  welcome a coroner`s inquest. It would clarify how Regan was killed.
Failure to seek that information makes it look like someone is hiding something.

There is a lot of outrage here over the lack of justice for a fine woman who was just giving water to thirsty pigs.
