Coyote cull in Vancouver park

It seems that after a week of culling coyotes, they have only caught 4 animals.
Could it be that the problem was exaggerated. They were going to cull 35 coyotes because they thought there were 35 coyotes in the park attacking people.
There may be more than the 4 they caught, but clearly there are not 35.

I wonder if some of the coyote encounters were not actually coyotes. Some people were attacked and injured and clearly there were coyotes involved. 
Many of the reports probably had some other explanation. The coyotes got a bad deal here.
