Four starving puppies abandoned on the highway

Four little starving puppies were lucky to be found in time. It is still very cold in Manitoba. The puppies were seriously malnourished and covered in fleas. 
A Pembina Vet took them in and then contacted Manitoba Underdogs Rescue. They are in foster care while they gain their health.
It hasn't been discovered who did this, but the rescue is looking for information.

Even sick as they are, they are adorable. How could anybody let them starve and then dump them. They nearly died of the cold.
I hope the catch the person and I hope the puppies all find amazing forever homes.
Better names would help too.
