A dog on the table at McDonalds

The internet has blown up over a picture of a small dog on a table at McDonalds. A couple waiting for their food at Maccas in Melbourne let their Chihuahua sit on one of the tables. Someone posted a picture of this and the comments are multiplying. Many people are horrified that a dog sat on a table.
Others point out where they are eating. Tables in fast food places are not the cleanest anyhow.
McDonalds jumped in and pointed out that only service dogs are allowed in their restaurant.

I have trouble calling McDonalds a restaurant. I find it even harder to see the little chihuahua as a service dog. He is a cute little dog, but he isn't wearing a service dog vest. I think he is a pet they snuck in. I also don't think tables in fast food restaurants are all that clean anyhow.
Their staff doesn't have time to clean tables.
