Activists call for humane methods when there is a mass killing of animals

Right now with cases of bird flu occurring and spreading in the USA, the decision is being made to kill all the birds in a barn if any test positive for bird flu.
The most common method of "depopulating" is to turn off the ventilation  (VSD) and turn up the heat (VSD+).
They make it sound like a method of killing. The animals die of heat stroke and suffocation over a period of days. 
Many American veterinarians have condemned this practice.
Canada, the UK and Europe are struggling with bird flu, but they do not use this inhumane method of killing.
The Animal Welfare Institute is pushing for more humane methods to be adopted in the USA.

It is clear that they have no plan to deal with a mass outbreak of avian flu. There has been no consideration of how to kill large numbers of birds quickly and humanely. Turning off the ventilation and turning up the heat works, but it is horrifically cruel. 
Before the next time this method is used, the people involved should have to sit in a hot unventilated barn for an hour or two, just to see how they like it.
It is worse than leaving a dog in a hot car. The dog dies fairly quickly compared to the chickens in hot unventilated barns. 

Why isn't the ASPCA involved in fighting this?
