Cliff Swallow nests destroyed....again

The Cliff Swallows in BC have been declining, but in 2019 birders were happy to see a number of nests in an observation tower.
Then someone destroyed the nests. No one has been caught so far.
This year birders were happy to see an good number of nests back at the observation tower. 
Then the nests got destroyed again.

It is against the law to destroy nests like that, but they have to catch the person. So far there are no suspects.
I think they need some kind of surveillance cameras. Someone must be watching the nesting site so they can destroy the nests.
I can't imagine what kind of person they are. Who destroys bird nests? They need to be stopped.
