Escaped circus lion wanders streets of town near Rome

A circus lion escaped and wandered the streets  of a town near Rome for awhile before it was captured.

This could have ended badly. Considering the lion was returned to the circus, it didn't end well for the lion.
Why are there still circus lions in Italy. Why are there circus lions anywhere in the world. Gradually places are banning circus animals.
Why hasn't Italy done this. This lion needs to go to a sanctuary. He would be safer. The public would be safer. No one wants to see circus animals anymore. 
It is no longer considered entertainment. We know the lion isn't happy. I hope this incident triggers a change in the Italian laws about circus animals.
