A litter of puppies was dumped on the river bank

It is just luck that a passerby heard something and checked it out. A litter of 5 puppies was dumped beside the Niagara River. One puppy had already drowned. The rest were very cold. The were rushed to the nearby SPCA shelter. Two puppies were so cold the thermometer couldn't get a temperature. It doesn't go that low. They are being fed and cared for and are expected to survive.

Yes the remaining puppies are going to survive. If they had not been found so soon, they would not have made it. It is cold and wet outside. Another hour would have been too late. Why would anyone dump little puppies out in the cold and near a river. It is as if they wanted them to wander into the river and drown. 
I hope they find who did this. They deserve to be charged for such heartless behavior.

It turns out there were actually 7 puppies. Two are still unaccounted for. 
The police have found and charged the person who did this.

The two missing puppies probably ended up in the river. The dead puppy was in the water when it was found. At least the other four puppies are okay.
They will have good homes and happy lives. It is just sad that the other three puppies never had a chance.

I don't know what will happen to the man who did this. He deserves jail time for this act of cruelty.
