over 300 animals removed from the home of a hoarder

A woman in Florida was found to have over 300 animals in her home. The conditions were so bad the rescuers had to wear respirators to enter the home. The ammonia levels were well above the danger level. There was urine and feces everywhere.
In all they removed  142 cats, 3 dogs and 164 fowl (ducks, chickens, geese and a peacock).
She is being charged with felony animal cruelty.

It is hard to understand how this happened. At what point did she end up with too many animals to look after.
She knew she couldn't manage. Why wouldn't she ask for help before animals were put at risk.
Surely she must have had someone who knew what was going on. If we know someone who is in trouble like this we should get involved for the sake of the animals.
