Bike courier runs red light and runs over a dog

The dog is okay, but has some injuries. Kiwi was out for a walk with his person on Sunday. They crossed the road with a number of other people when the light turned green. A bike food courier ran the red light, ran over the dog, tangled the leash and even pulled the owner to the ground. The courier stopped and then got back on his bike and rode away.

Bike couriers are a bit of a problem. They do not follow traffic laws. They run red lights, ride on sidewalks and generally do what they want. 
It is just fortunate that the dog is going to be okay. I don't know what the solution is, but next time the dog might not be so lucky.

The bike rider rode off after an accident. Is that not an offence in Canada? Has the person who did this not been identified, from the description of the human who was run over and from street surveillance cameras?

The courier ran a red light and left the scene of an accident. Both are illegal. It is possible there were no cameras in the area.
So far there has been no arrest. 
There might be some cell phone pictures. That would help identify who he is. They will catch him eventually.
