Apparently it is true. The original Kong dog toy was actually a VW part. A mechanic's dog was a really chewer. He destroyed all other toys, so the mechanic gave him a rubber car part. The dog chewed it, but it survived. The Kong was born.

The new ones are fancier and come in different sizes, but dogs still love them. They are built so you can put treats in them. They keep dogs occupied for a long time. I would never have guessed a dog toy would come from a car part.
Of course a cat's favourite toy seems to be a crumpled up piece of aluminum foil. My guinea pig likes toilet paper tubes. All the money that is spent on designing pet toys and look at what they play with.
