Thousands of chicks left in a USPS truck

A United States Postal Service truck containing 12,000 chicks was left at a postal service distribution center for days. By the time they were discovered, thousands had died. The hatchery can't take them back. They ended up at a Delaware animal  shelter. The shelter is not equipped for anything like this, but they are doing the best they can. They are offering the chicks for adoption, but only a few hundred have been taken. That leaves the shelter caring for thousands of baby birds.

It is impressive that the animal shelter is somehow looking after all these chicks.
Hopefully other shelters or farm sanctuaries can take some of the birds. 

The real issue is the shipping of live animals. There needs to be a lot more oversight and accountability. Did the driver know he was transporting live animals?
He must have known. How and why could he park a truck of live animals and just leave them. If he couldn't deliver the shipment, shouldn't he have had to report this to a supervisor. Did the people waiting for the shipment not ask where the chicks were. 
It doesn't seem like anyone took responsibility for 12,000 live baby animals.
This should never be allowed to happen again. There need to be more rules around the shipping of live animals. They are not just packages that yo can deliver tomorrow. By tomorrow they could be dead. In this case, thousands were dead.
