What happens to parrots when people no longer want them or can no longer keep them?
In the Toronto area there is the Parrot Sanctuary.

They are a rescue that deals with parrots. Many different kinds of parrots, but parrots.
Parrots can be tricky to look after. They can live a long time. Not everyone can do it.
Parrots are beautiful and it can seem like a good idea to get one. When it doesn't work out, a group like the parrot sanctuary
has to be there to provide for the bird and try to rehome it. They are fairly overwhelmed by surrenders right now, as are most kinds of shelters.
With a little help from the public they will carry on and look after unwanted parrots. It's fortunate there is such a place as the Parrot Sanctuary.
