It is deplorable! To keep any dog in those conditions for even an hour! Once they get a grip on a dog it seems they don't let it go unless they get paid. And they obviously do not care if a dog suffers and/or dies while in their 'care'.
The one who took their dog for a rabies shot, and it was kept so long, and released in terrible condition. In my view that is a prosecutable offence. No-one has any excuse to treat a dog that way. Certainly not an animal control facility. They either do not employ enough people, or have very lax standards or both, and from what I've seen, I would say they need to be shut down, and the dogs handed to DDS (as that apparently is the only no-kill facility in Detroit) -or other rescue facilities outside Detroit.
I hope something is done about this very soon.
